Somewhere around the fourth year of a civil engineering career, the PE exam stops being an abstraction and becomes a calendar entry: the firm expects it, the promotion references it, and the drawings you have been preparing need a stamp that only licensure provides. Unlike the FE you took at graduation, this exam asks you to choose one of five civil depths and to prove practice-level competence in it. This guide covers the PE Civil exam completely: the format and cost, all five depth exams compared side by side, the real pass rates, the references NCEES puts on your screen, and how to prepare for the one you pick.

The PE Civil exam is the Principles and Practice of Engineering exam for civil engineers: 80 questions over 8 hours of testing inside a 9-hour appointment, computer-based, offered year-round at Pearson test centers for a $400 fee. Passing it — together with your state board's experience requirement — completes the PE license.
Where the FE exam tested the breadth of your degree, the PE tests the depth of your practice. Its 80 questions assume the fundamentals and probe what four years of real work builds: design decisions, code application, and engineering judgment inside one civil specialty. The appointment runs 9 hours in total (a 2-minute nondisclosure agreement, an 8-minute tutorial, the 8-hour exam in two sections, and a 50-minute scheduled break between them) and, like the FE, it is closed book with electronic references supplied onscreen.
The prerequisite path matters here, and it is state-governed: in most states you reach this exam by passing the FE, earning the EIT designation, and logging roughly four years of progressive experience, though many boards now let you sit the exam before the experience years finish. PE Civil is not one exam but five: you register for a single depth discipline — Construction, Geotechnical, Structural, Transportation, or Water Resources and Environmental — and your entire 80 questions come from that discipline's specification. Here is the field, side by side:

Take the depth that matches your daily practice, because the exam assumes practice-level familiarity: the specification whose topics you already work with every day is the one you are best prepared to pass. Choosing by pass rate instead of practice means studying unfamiliar material while giving up the advantage your own experience provides.
The reasoning is built into what the PE measures. Its questions chain code provisions, design judgment, and field realities the way real projects do, and four years of doing transportation work builds exactly the reflexes the Transportation depth tests, reflexes that no study schedule can fully replace. The numbers reinforce the point: Water Resources and Environmental posts both the highest pass rate (71%) and the largest candidate population (4,313 first-timers per NCEES's latest year), not because it is easy but because water-sector employers send well-matched candidates in large numbers. For the minority whose work genuinely straddles depths (the site-development engineer split between water and construction, say), the tiebreaker is which specification covers more of what you already produce, checked area by area against the PDFs.
One caution for the structurally inclined: the Structural depth of PE Civil is not the same credential as the separate PE Structural (SE) exam, a multi-component exam with its own format and famously demanding pass rates. Building designers in states requiring an SE license need that exam, not this depth — a distinction we cover in the FE vs PE comparison and in our upcoming SE guide.
First-time PE Civil pass rates run from 59% (Transportation) to 71% (Water Resources and Environmental), per NCEES Squared 2025, with repeat takers passing at 40% to 50% — and candidates peak at four to five years of experience, exactly when boards typically schedule the attempt. The pattern rewards taking the exam on time.
The full-year numbers: Construction 62% (1,565 first-timers), Geotechnical 65% (782), Structural 61% (2,879), Transportation 59% (1,816 in the half-year data, 3,677 full-year), and Water Resources and Environmental 71% (4,313). Two lessons sit in the table. First, repeat rates, while healthier than the FE's 25–37%, still trail first-attempt rates by twenty points, so the prepare-once principle carries over intact. Second, the experience sweet spot is real: NCEES's decade of data shows pass rates peaking at four to five years post-graduation, which means postponing the exam past its natural moment quietly raises its difficulty. The same timing pattern that appears in the FE data applies here, over a longer span.
NCEES supplies everything you may reference during the PE Civil exam onscreen: the PE Civil Reference Handbook plus every design standard specified for your depth, all as searchable PDFs — no personal materials allowed. Knowing those documents cold is a scored skill.
The PE Civil Reference Handbook (version 2.2 as of this writing, roughly 500 pages) is organized in six parts (general engineering, then one part per depth discipline), so your depth's references cluster together. Alongside it, your depth's specification lists the design standards supplied for your exam: the structural depth, for example, works with ACI 318, the AISC Steel Construction Manual, ASCE 7, and their companions, all searchable onscreen. One planning fact worth flagging: the standards editions the exams reference update effective April 2027, per the published specifications, so candidates testing around that boundary should confirm which editions their exam window uses.
The preparation consequence mirrors the FE's handbook rule, scaled up: every practice problem should be solved against the supplied references, so that finding a provision under time pressure becomes a reflex rather than a search. PE Civil preparation is a three-to-six-month effort: driven by your depth's specification, weighted to its heaviest areas, practiced against the supplied references and standards, and closed with full-length eight-hour simulations. The method is the same as the FE's, at a larger scale.
The sequence holds from the four-step method: specification first (your depth's PDF, area by area, against your honest practice exposure), an early diagnostic to find the gaps four years of specialization quietly opened, the long middle of problem volume with references open, and timed simulations at the end — including at least one full 8-hour, two-section rehearsal with the 50-minute break, because the 8-hour length is itself something to train for. Budget more calendar than the FE needed: working engineers study around jobs, and the depth material runs deeper.
