Every engineering career that ends in a license passes the same two checkpoints, and confusing them is common: students worry about the PE a decade early, and working engineers discover the FE they skipped is still waiting for them. Both exams come from NCEES and their names look alike, but they differ in almost everything else: purpose, depth, timing, and format. This guide lays out the FE vs PE exam differences that actually matter: what each one tests, the formats and costs side by side, which is genuinely harder, whether the FE can be skipped, and how the timeline between them works.

The FE (Fundamentals of Engineering) exam verifies that you have the fundamentals of an engineering graduate and begins the licensure path; the PE (Principles and Practice of Engineering) exam verifies that you can practice competently in your discipline, and passing it — plus experience — completes the license. In other words, the FE measures what a graduate should know, while the PE measures what a practicing engineer should be able to do.
The cleanest way to hold the distinction is by what each exam asks of you. The FE draws from the breadth of an undergraduate curriculum: mathematics, ethics, statics, thermodynamics, and your discipline's core courses, at the depth a strong senior carries. Passing it earns you the EIT designation from your state board — a milestone, not a license. The PE assumes those fundamentals and tests what practice adds: judgment, design decisions, codes and standards, and depth in one specialty (a civil candidate, for example, chooses one of five depth exams, from structural to water resources). Passing it, with the experience your state board requires, makes you a licensed Professional Engineer with signing and sealing authority.
NCEES develops and administers both, which is why they look alike procedurally, with computer-based delivery, supplied reference materials, and scaled scoring, while differing completely in what they measure. Think of them as the two ends of the same bridge: the FE anchors it at graduation, the PE at professional competence, and the experience years span the gap.
By the numbers: the FE is 110 questions in 5 hours 20 minutes of testing for $225, while the PE in most disciplines is 80 questions in 8 hours for $400 — fewer questions, more time each, and roughly double the fee. Here is the full comparison:

Two footnotes keep the table honest. The PE Structural (SE) exam plays by its own rules — separate Vertical and Lateral components, breadth and depth sections, $350 per component — and should never be assumed to match the generic PE format. They are hard in different directions: the FE is a breadth exam that punishes rusty fundamentals, while the PE is a depth exam that punishes thin practice experience — and by first-time pass rates, the two sit in overlapping bands (FE 61–69%, PE Civil depths 59–71%). Most engineers who found one of them harder took that exam at the wrong point in their career: too far from coursework for the FE, or too early in practice for the PE.
Here is the data, per NCEES Squared 2025. First-time FE pass rates run 61% (Civil) to 69% (Mechanical); first-time PE Civil rates run 59% (Transportation) to 71% (Water Resources and Environmental). Neither exam is a formality, and neither is out of reach for a prepared candidate; the true outlier in the licensure system is the SE exam, whose depth sections post first-time rates as low as 13%. What actually separates candidates is timing: the FE is statistically easiest near graduation (about 71% before graduating versus 63% beyond a year out), while PE candidates peak around four to five years of experience — each exam is easiest exactly when the licensure path naturally schedules it. Taking the exams at their natural moments converts the difficulty question into a preparation question, which is the version you can control.
In most states, yes: the FE is the prerequisite exam, and the standard sequence is FE, then EIT designation, then experience, then the PE exam. The exceptions are real but narrow, and they belong entirely to your state board.
Two flexibilities have loosened the old lockstep, and both come with a "check your board" label. First, a few states offer FE waivers for engineers with long, verifiable experience — typically measured in decades rather than years — allowing them to sit the PE exam without the FE. They are the exception, they are narrowing, and no career plan should be built on qualifying for one. Second, many states have decoupled the PE exam from the experience requirement: you may sit the exam before your four years are complete, though the license itself still waits for the experience to finish. Decoupling changes when you can test, not what the license requires, and boards differ on the details. The NCEES exam pages outline the exams themselves, while your board owns the sequence rules.
For the overwhelming majority of engineers, though, the practical answer stands: the FE comes first, it is easiest early, and treating it as step one rather than an obstacle is what the whole licensure timeline is designed around.
The standard licensure timeline runs: FE exam at or near graduation, EIT designation from your state board, roughly four years of progressive experience under licensed engineers, then the PE exam in your discipline — with each stage feeding the next. Well-run, the whole journey takes four to six years from graduation.
The stages are not just sequential; they are synchronized with when each step is easiest. The FE exam covers coursework, so it belongs where the coursework is freshest. The experience years are not waiting time; they are the curriculum for the PE, building exactly the practice depth its questions assume, and NCEES data showing PE pass rates peaking at four to five years of experience confirms the design works. Candidates who honor the sequence take each exam at its statistical peak; candidates who postpone the FE delay the whole timeline, since every later stage waits behind it. Preparation mirrors what each exam measures: FE prep is a fundamentals refresh driven by your discipline's specification over 8 to 12 weeks, while PE prep is a longer program of practice problems and design-standard fluency, typically over three to six months. The study habits carry over from one exam to the other, but the materials are entirely different.
