    Civil engineering has a habit of touching everything: water, soil, steel, traffic, money, and the occasional angry city council. Its licensure exam inherited that breadth honestly, and that is precisely what makes the FE Civil both the most-taken and the most-underestimated of the FE disciplines. Candidates who pass tend to treat its 14 knowledge areas as a checklist to cover one by one, while many who retake prepared for it as one undifferentiated civil test. This guide covers the FE Civil exam completely: the format, every knowledge area with its question count, where the weight actually sits, the pass-rate reality, and how to prepare for it efficiently.

    What is the FE Civil exam?

    The FE Civil exam is the civil-discipline version of the NCEES Fundamentals of Engineering exam: 110 questions over 5 hours and 20 minutes, computer-based, offered year-round at Pearson test centers for a $225 fee. Passing it is the exam step toward the EIT designation and, later, the civil PE license.

    Everything structural about the exam matches the other six FE disciplines: the two-section format with its optional break, the mix of multiple choice and alternative item types, the onscreen FE Reference Handbook as your only reference, and an approved calculator at your desk. What makes FE Civil itself is the topic list, which we cover in full below.

    Two facts frame everything else about this exam. It is the largest FE discipline by far — 16,639 first-time candidates in NCEES's latest reporting year, plus nearly ten thousand repeaters — reflecting both the size of the civil profession and how central licensure is to it. And it is the discipline where the PE license matters most: civil work is public work, sealed drawings are required on most projects, and firms plan careers around the credential.

    Which FE Civil topics carry the most questions?

    Four areas dominate the FE Civil exam: Water Resources and Environmental, Structural, and Geotechnical Engineering at 10 to 15 questions each, plus Transportation at 9 to 14 — together they can supply up to half of your 110 questions. Study-time allocation starts from that fact.

    The strategy consequence is straightforward arithmetic. A candidate weak in the four heavy areas is weak in up to 54 potential questions; a candidate weak in Dynamics is weak in at most six. That is not permission to skip the small areas, because with no penalty for wrong answers and no partial credit, every correct answer counts. What the arithmetic dictates is the order and depth of preparation: heavy areas get first claim on your calendar and your practice volume, while small areas get efficient review passes. Candidates who describe failing "by a little" usually turn out to have treated one of the heavy areas lightly.

    One more pattern worth noticing: the heavy areas are also the applied areas, the ones where questions chain two or three concepts (a flow rate into a pipe-sizing into a head-loss check). Working through those chains is a skill that timed practice builds and re-reading notes does not, which is why the heavy areas deserve not just more time but more problems.

    What is the FE Civil exam pass rate?

    The FE Civil pass rate is 61% for first-time takers, per NCEES Squared 2025 — the lowest among the named FE disciplines — rising to 64% for candidates with EAC/ABET-accredited engineering degrees, and falling to 32% for repeat takers. The number says more about who takes it than about the questions.

    FE Civil's pool is the broadest in the FE system: alongside fresh civil engineering graduates it draws construction management graduates, engineering technology graduates, career changers, and international candidates, many of whose coursework diverges from the 14-area specification. A broader pool means more candidates whose coursework diverges from the specification, which lowers the average, while the factors an individual controls stay the same for every discipline: test near graduation (about 71% pass before graduating versus 63% beyond a year out), prepare against the specification, and take the first attempt seriously.     Should you take FE Civil or another discipline?

    Take the FE discipline that matches your degree and intended practice — for civil engineers that is FE Civil.

    The rule exists because the exam is the start of a licensure record rather than a standalone achievement: your FE leads to the EIT, the EIT leads to a PE in your practice area, and the fundamentals tested by FE Civil are the ones the civil PE and civil practice actually use. The real decision cases: construction management and civil technology graduates generally still choose FE Civil (their careers sit in civil work; the gap analysis just starts earlier), environmental-leaning candidates choose between FE Civil and FE Environmental based on which PE they foresee, and candidates whose degrees fit nothing neatly consider FE Other Disciplines. In every case the tiebreaker is the same question: which exam's specification looks most like the work you want to be licensed for?
